1. Editing the Background Image
Open any image from your computer. Remember to save it before opening it. The image you are working on must be the exact dimensions of the image you want to use. For example, a 1248×768 size of an image is too small to be used in the finished design, but you can still use it for the purpose of this tutorial.
When you open the image for editing, the picture will be opened in a new window or tab in the Elements window. By default, the active layer is the one with the background of the image.

Let’s have a look at the steps involved in adding a bevel to a card.
Step 1: Create a new layer and fill it with black.
Step 2: Draw a box or circle on the black layer using the Pen Tool, or the Rectangular Selection Tool.
Step 3: Fill the box or circle with a grey tone.
Step 4: Move the box or circle to the left or right until it is positioned as shown in the image.
Step 5: Using the Pen Tool, draw a horizontal line as shown to make the circle transparent.
Step 6: Using the same tool, draw a vertical line to make the circle visible.
Step 7: Use the Eraser to remove the horizontal line in the circle. This will show the underlying card.
Step 8: Fill the circle with black to bring back the card beneath it.
Step 9: Select the area of the card that you want to have a bevel added to.
Step 10: Go to Filter > Other > Bevel & Emboss.
Step 11: Give the bevel a suitable size.
Step 12: To add an embossed effect, go to Filter > Distort > Wave.
Step 13: Use the slider to adjust the size and position of the embossed wave.
Step 14: Go to Image > Adjustments > Curves and adjust the brightness and contrast of the image to taste.
Step 15: Layer > New > Layer or File > New makes sure that you have a new layer ready for the next step. Go to Layer > Flatten Image to merge all the layers in the image and create a new image.
Step 16: To add a background, select the new image you just created, go to File > Place and select a suitable place for your card. You can drag and drop it anywhere you like.
Step 17: To set the background, select the Black & White option from the Adjustments panel or go to the Black & White Filter.
Step 18: Change the mode from Grayscale to Sepia or Monochrome or Color to suit your taste.
Step 19: Go to Layer > New > Layer or File > New to make a new layer and paint with a suitable colour and brush size.

Elizabeth W. Carroll was appointed Connecticut State Treasurer by Governor Theodore Green, on July 12, 2000, filling the unexpired term of Henry B. Hyde. As State Treasurer, Carroll served as the chief financial officer of the State of Connecticut. She announced on October 17, 2002, her decision to resign the office on October 31, 2002.
Carroll served as Commissioner of Financial Services in the administration of Governor John G. Rowland from December 1992 to November 1994. She served as Commissioner of Financial Services in the administration of Governor William A. O’Neill from January 1996 to June 2000. She was deputy secretary of the State of Connecticut. She was appointed to serve as a member of the Connecticut Health & Social Services Authority in July 2010.
Early life and education
Carroll is a 1965 graduate of New London School of Librarianship. She earned a Bachelor of Arts in history in 1969 and a Master of Arts degree in business administration in 1972, both from the University of Connecticut.
Career
In the early 1980s Carroll ran the Bantam Books bookstore in New London, Connecticut. Her only job title, aside from bookseller, was Accountant of the Bantam. She was also the owner and operator of the Bantam. The bookstore was located at 60 Tower Street, and she lived at 60 Williams Street.
She worked for the State of Connecticut as the deputy chief of the Department of Revenue for eight years. She also served as the treasurer of the Connecticut Housing Finance Authority, a position that she held from 1985 to 1988.
Carroll was appointed commissioner of finance of the State of Connecticut by Governor William A. O’Neill. She became commissioner in January 1996 and served until Governor John G. Rowland was inaugurated on January 9, 1998.
During her tenure as commissioner, Carroll helped develop the Connecticut finance laws, implementing procedures to assure that the state met its budget goals while at the same time protecting the public’s investment in the state’s assets. She also helped oversee various state spending programs that were established during the period.
Carroll left the Connecticut government on May 30, 2000. The Connecticut Post, in a 2004 profile of Carroll, wrote that she was not known as an innovator, but rather as an administrator, a naysayer, someone who held her own opinions, and who could act decisively when authority was necessary.
