Is it possible to statically assign an interface to a struct?

I want to define the rule of the week in a struct that consumes data from an interface.
The interface should not be exposed to external users, so I would like to define the struct to only be able to consume an implementation of it.
It is also possible to have a constructor that will accept an interface argument, and return a struct that has that interface, but in this case I cannot apply any static functions to it.
In this sample, I want to have a function that returns a struct by statically matching the interface, and that can be passed a different struct implementing the interface.

First of all, according to this MSDN article:

A struct can implement only the common interface of all interfaces it

Additionally, this:

The common interface must not be exposed to external users. If this
interface is implemented by a public type, then the implementation must
be internal.

So it seems that you should have a base class instead of an interface.
Anyway, the only solution which I see is to pass the interface to constructor:

When I learn Delphi back in 2006-2007, I used it for work, but when I learn VB.Net and the shift to.Net, I found out that I didn’t feel like learning Delphi.

You can use Delphi, FreePascal or Boo (a MS development environment for developing Delphi applications) to build native Windows apps in.NET. In terms of functionality, you have the following options:

Use Delphi for all your app needs and use the Delphi.NET bridge to write.NET code.
Use Visual Studio for Windows Forms or Windows Forms to reuse your.NET code.
Use Delphi or FreePascal to develop an application. The use either to build.NET code. This is possible as FreePascal has a built in.NET compiler (used for example for Lazarus) or you use an environment like Delphi (.NET) that can compile and build.NET.
Use.NET for your app needs.
Use a cross platform language (like Perl) to write your app.

Personally, I’ve found that using Windows Forms in Delphi is the easiest. Using Delphi is tough due to the limited number of packages that are currently available.

Because some ISPs throttle your connection based on your VPN activity. That is, they treat you differently when you’re using a VPN. That’s the theory at least.
I have personally experienced this with my cell carrier (I don’t use a VPN), but could also observe similar behaviour with the cable provider (same cell carrier). The throttling occurs during times when the majority of traffic in the network is from the VPN client (which used to be my VMware session, but I changed it to a Cisco Linksys device).
